The twelve months
إِنَّ عِدَّةَ الشُّهُورِ عِندَ اللَّهِ اثْنَا عَشَرَ شَهْرًا فِي كِتَابِ اللَّهِ يَوْمَ خَلَقَ السَّمَاوَاتِ وَالْأَرْضَ مِنْهَا أَرْبَعَةٌ حُرُمٌ
Inna 'iddatash-shuhuri 'indallahi ithna 'ashara shahran fi kitabillahi yawma khalaqas-samawati wal-arda minha arba'atun hurum
"The number of months, according to God, is twelve months—in the decree of God—since the Day He created the heavens and the earth, of which four are sacred."
Quran 9:36The four sacred months: Dhul-Qa'dah, Dhul-Hijjah, Muharram and Rajab. Wrongdoing weighs heavier in them, and good deeds shine brighter.
Why isn't Ramadan one of them? The four sacred months were set long before fasting was made a duty, and Ramadan is not among them. It has its own honor: the month of fasting, the month the Quran came down (Quran 2:185), and the month of Laylat al-Qadr, a night better than a thousand months (Quran 97:3).
